BERLIN, April 6 (Reuters) - The German Federal Motor Transport Authority (KBA) has completed its tests on diesel-engine vehicles and concluded that only Volkswagen has used so-called defeat devices to cheat emissions tests, German daily Handelsblatt reported on Wednesday.
