Tropical Storm Otto forms over Atlantic - NHC

Nov 21 (Reuters) - Tropical depression 16 has strengthened

into Tropical Storm Otto east of Nicaragua over the Atlantic,

the U.S. National Hurricane Center (NHC) said on Monday.
